I am relatively sure that the incorrect behaviour is outside of Safari. 
Loading the URL <http://www.drewhamlin.com/blog/2006/04/feed.xml> in WebKit
shows the 404 error message as expected.  Changing it to a feed:// protocol
results in the "unknown error".  The feed:// protocol is handled outside of
WebKit in either Safari or the Syndication frameworks.  I would ask that you
file this bug in Apple's bug reporting system at
<http://bugreporter.apple.com/> so that they can make the appropriate fix.
