That test document works fine for me too, in the current beta.

The local URL coded as <img
src="/Library/WebServer/Documents/PoweredByMacOSX.gif"> comes up blank, and
won't drag.

I guess it should be 

<img src="file:///Library/WebServer/Documents/PoweredByMacOSX.gif">
