This appears to have been introduced (per the buildbot) in r15383 for this fix:

<rdar://problem/4615765> Input[type='search' fields initially render too large
in Widgets

I  see it in a locally-built r15387 WebKit on the Bugzilla CC field list in
every bug that has CC addresses (like this one will).
