Firefox has a quirk that limits the application of :hover psuedoclass to links,
images, and form controls, unless the selector includes tag names, ids, or
attributes.  This is documented at
http://developer.mozilla.org/en/docs/Mozilla_Quirks_Mode_Behavior (last item
under Miscellaneous & Style), and is related to bug
https://bugzilla.mozilla.org/show_bug.cgi?id=96984.

I've noticed this issue on a few occasions in the past, so I think it would be
worthwhile adopting a similar quirks-mode behaviour if practical.
