WebKit does not change the smooth scrolling setting, we honor the system
preference since we are a standard NSView and use NSScrollView. Applications
have no way to change this behavior. The trackpad two-finger scroll always uses
smooth scroll, this seems to be by design. If you do not like this system wide
behavior, please file a bug at http://bugreporter.apple.co like Mark Rowe
asked. A bug in bugzilla will have no affect on getting this system issue
resolved.
