When I pull up this site, which uses frames:
http://lakewoodns.org/
and resize the window so that the horizontal scroll bar appears, the window
resize control is mis-placed relative to the corner of the window as can be
seen in this screen shot:

The Safari window is front-most. The one behind shows the normal placement of
the control in another application.
This artifact also happens, to a lesser extent, on the Apple site, but the
offset from the normal position is not so great - perhaps one pixel:

It may also be the case that the scroll-bars themselves are misplaced. There is
a noticeable gap where the vertical and horizontal scroll bars meet at the top
left corner of the resize control.
