A rule such as p:before { content: "*" open-quote; } leads to two asterisks being displayed before a 
paragraph.  I would expect that until bug 6503 is resolved it should display only a single asterisk.  When 
bug 6503 I would expect an asterisk and open quote character to be displayed.
