D'oh!  I think I was holding down Command instead of Shift when reloading. 
Okay, Firefox 2.0.0.1 flashes ALT text now, but it's less frequent than Safari.
 :)

I haven't tried MSIE yet, but I'm about ready to close this bug (or someone
else may if they'd like).
