innerText and outerText seem like they could be useful for more than just HTML.
 We already have moved the getters down to Element for use with SVG in the DRT.
 (We might also want to consider moving innerHTML and outerHTML down to
Element, see http://www.whatwg.org/specs/web-apps/current-work/#innerhtml)
