Scrolling using the arrow buttons on the scrollbar also jumps too far.  In
Safari 2.0.4, four vertical button clicks will scroll just over 3 lines of
text.  In WebKit nightlies, one click scrolls about 3 lines of text!  (I'm
using a locally-built debug build of WebKit r18014.)

Note that I've only tested vertical scrolling.  Horizontal scrolling may be
affected as well--I haven't tested it.
