need SVGFontElement for SVG Fonts support

This blocks bug 10649.

To solve this bug means simply committing a simple DOM object for
SVGFontElement.  This would not even necessitate being able to create a
FontData object from this SVGFontElement, however adding code to do that would
be nice.
