User Name: none
Password: none
Proxy: 10.1.1.181:80

B) Short description about the problems: 
The Chinese character and the Chinese input in the chat room cannot be
displayed propoerly.

C) Steps to reproduce the error: 
1. Access to the testing page.
2. Scroll down to the bottole of the page.
3. Click "Discussion zone".
4. The Chinese character and the Chinese input in the chat room cannot be
displayed propoerly.
5. This phenomenon still occurred whatever the encoding settings is
Auto/GB2312/Big5/UTF-8

D) Actual result: 
The Chinese character and the Chinese input in the chat room cannot be
displayed propoerly.

E) Expected result: 
The Chinese character and the Chinese input in the chat room should be
displayed propoerly.

F) Reproducible: 
Every time
