Click any popup menu on this bugzilla page. Then click beside it, to inactivate
it, and then back on the popup menu. The menu doesn't open this time, but needs
to be clicked a second time to activate.

I tried to see if this was already reported, but didn't see any similar bugs in
bugzilla.
