A top-level folder accessible from S60 system FileManager should be created for
all 'unconsumed' downloaded content, e.g. images, ringtones, mp3 files. This
REQ is to improve the download experience with download manager/browser.
Currently, all download contents are stored in temporary folders. When the
downloading is complete, the user is given the option to open the file, using
the appropriate applications. If the user does not open these files, and exits
the browser (answering 'Yes' to the final query about the downloaded files),
then the files will be deleted. 

Operators have been requesting simpler ways for the user to find downloaded
content. In any case, the browser must not lose any file before they are
opened, especially paid content.
