The test case contains a relative URL whose base URL is a data: URL. When you
open it, you get this message:

ASSERTION FAILED: baseStringPos[0] == '/' (WebCore/platform/KURL.cpp:811 int
WebCore::copyPathRemovingDots(char*, const char*, int, int))

I don't know what a relative URL should resolve to when the base URL is data:.
