The above URL is served as text/plain, and shows up as such in FF. However in
Safari it is rendered as if it were text/html. I consider this incorrect
behaviour.

Perhaps there could be a button bar at the top of the page with three
links/buttons saying:

This resource was served as plain text and so is displayed as such, however
ApplicationName detects that it looks to be a web page. You may wish to:
• See what it would look like if parsed by the HTML renderer. You will be able
to revert afterwards.
• Always treat text/plain documents from this domain as text/html.
• Disable this suggestion message for this domain, always treat as plain text.

Alternativly you could display as text/html by default, but bring up a warning
allowing the user to set text/plain to display as text/plain :-)
