There is already a bug in Bugzilla (10258) to remove the Build Flag
"RD_BROWSER_VIDEO_PLUGIN" from the code base.  
When this bug is addressed, the issue with the reopened bug will be fixed.

For the second question, videoplugin wasn't controlled by focus, it should be
still playing even if it's out of focus or in background. It's different from
audio plugin. That's defined in videoplugin's UI spec.
