1. Go to a web page (like the example given above)
2. Open the source view (cmd-option-U)
3. Try and scroll down (line or page up or down keys)
    --> Page does not respond

If you make a selection using the mouse, the page will then respond to keyboard
navigation.

The page should allow scrolling by keybaord without requiring a selection to be
made.
