It looks like:
http://xmlsoft.org/sources/win32/iconv-1.9.1.win32.zip
is no longer available.

We'll need to update install-win-extras.  At the same time, I suggest we make
it a perl script (or perhaps makefile), and probably should also at least
consider copying the zip files over to webkit.org.
