DEPENDS ON Bug 235924
- Adds protected methods and property getters to WI.NodeOverlayListSection and
subclasses WI.CSSFlexboxSection and WI.CSSGridSection
- Adds stricter CSS selectors to NodeOverlayListSection.css
- Uses engineering setting as feature flag
- Fixes nits
- Updates localization files with new strings for empty messages
