Patch for landing

Applied the suggested changes. Renamed interfaces to WebXRxxx. Added new build
flag ENABLE_WEBXR with a dependency to ENABLE_WEBGL. Restored a Constructor
commented by mistake in WebXRWebGLLayer.idl.
