The diffs from the previous version should be confined to disabling caching for
chromium in CachedResourceLoader::requestResource() and chromium's
TestExpectations.

There are some open questions as to how main resource caching changes
chromium's process selection strategy for navigations, and it seems prudent to
allow some extra time to research those concerns. See
