I updated this change to reflect GTFO.

The corresponding CC changes are now tracked in the following issue:

I added a new setting to the various Settings classes,
applyPageScaleFactorInCompositor, and selectively disabled the behaviour that I
introduced based on its setting.

This flag will be controlled by a chromium command line argument, added in the
corresponding chromium change.
