Responding to feedback from Mihnea.
Updating changelog to be more descriptive.
Caching inQuirksMode boolean in RenderBox::percentageLogicalHeightIsResolvable.
Renaming computeLogicalSizeBasedMeasurements ->
updateRegionsAndExclusionsLogicalSize, and removed the logical width/height
parameters.
