I believe that this patch is close to how the final version of this path will
operate.  

Note that the gen-mips issue is still present, so this is still not 100% ready
for prime-time.  However, I'm marking for review, because the gen-mips issue
could be related to ANGLE or the Chromium GPU-command buffer, and the fix will
likely not be related to these changes.
