Updated patch with Kenneth's suggestions as well as a refactory on the code.
The previous approach was causing another layout test to fail
(fast/xmlhttprequest/xmlhttprequest-no-file-access.html). This new approach is
less aggressive and allows unique resources to bypass the setting (ie.
about:blank).
