This patch binds the previously introduced CachedSVGDocument class into
SVGUseElement caching mechanism.
Patch only contains the code base of this modification. Since the test
rebaseline will have bigger size I plan to upload it in a follow-up patch or to
rebase them as an unreviewed gardening.
