Taking a guess here: this test uses tc013-settings.vtt which has fairly long
cues and for slow or bogged down systems, the first few cuechange events are
missed and the test has to wait too long to reach the next cuechange, timing
out.  I'm going to change the test to use captions-fast.vtt in the hopes that
that will help.
