This obsoletes the "Final patch - v3" which was landed and reverted. It turns
out there was a race condition, when more than one client accessed the
resource.
Solving it requires aligning CachedImages usage of ImageBySizeCache with the
CSSImageGeneratorValue approach, which is the only safe one.

Awaiting EWS results, to see whether flakiness is gone as well.
