This is timing out reliably now. If this fixes that, please update the
ChangeLog and land. If something else changed and this needs to be re-examined,
plmk and I'll update the expectations in the meantime.

This ChangeLog should have some non-trivial information about why the test was
incorrect and what the fix is.
