Uploading a first version of the patch w/o a proper ChangeLog in WebCore. Want
to get some early results - especially the cr-linux-ews pixel test results!
This took more than 2 weeks, was much harder than anticipated.

It fixes all CSS 2.1 background-intrinsic-* sizing tests, as well allows tiled
SVG background images (though zooming is broken in that case, just like for
non-SVG background images - I'll fix that in a follow-up patch).
