I'm going to mark this patch as R- because I don't think we should be adding
HTML tags (even as experiments) without at least consulting with the HTML
working group.	Other reviewers should feel free to override this decision if
they think otherwise.

To answer your question more specifically, SVG has a very different
relationship with the web platform than PNG.  Specifically, SVG participates in
the DOM whereas PNG does not.
