This is the right version of the (hopefully) final patch.

I managed to fix the issue with the percent-escaping.html test that was failing
and the good news is that the fix is part of the imported soup uri loader code.
That way no special code is needed by current WebKitGtk+ code, and if it
eventually lands on libsoup, every client will take advantage of that.
