I'm pretty sure this matches how we do fallback on other platforms. The older
OS fallsback to the newer one. I'm not that attached to doing it this way, but
I don't think we should change it just for chromium-win.

In practice, I think changing it for all platforms would be a lot of work and
not worth it though.

Feel free to put it up for review again if I'm just missing something.
