David Levin <levin at chromium.org> has granted Julien Chaffraix
<jchaffraix at webkit.org>'s request for review:
Bug 35223: Add a page on how to ask questions

Attachment 50794: Second try: Addressed David's and Darin's comments, tweaked
the "keeping in touch" page to see the different mailing lists easily

------- Additional Comments from David Levin <levin at chromium.org>
Thanks! Just a few things to address. (I likely missed some items that could be
better but my believe is that having this up is better than what we have now.
Once it is visible if people see issues they can fix it then with small
patches.)
