Remove bogus use of const PassRefPtr<T>& and remove stale reference to IPC in
ChangeLog. There's a couple places in WebKit/chromium that do this, and though
I don't really understand why, I'm pretty sure my use of it was incorrect.

I'll test the compile on my Linux machine.
