r=me but please ask someone familiar with
WebCore/platform/network/mac/FormDataStreamMac.mm to take a look before
landing, since I'm not very familiar with CF.

It also would be nice to send headsup to owners of Qt, GTK, Apple Win ports to
make sure they know about ENABLE_BLOB_SLICE.
