Uploading a new patch - this patch also does the latter half of issue 44077,
i.e. replaces the WebFileSystem interface with new one.  All the inner classes
were exported except for a new enum WebFileSystem::Type; for this one I was not
sure if we want to put it outside of the WebFileSystem.
