This change is too large to convince myself that it's correct, but the approach
seems good and we want to do it all at once.

One thought: how much of this can we wrap in a filesystem abstraction?	I
discussed that idea with Dirk on another bug.  I don't think we need to do that
in this patch, but it's something to keep in mind.
