On Eric's and Mark's suggestion, I moved the layout test back to
LayoutTests/fast/events and modified the file platform/win/Skipped so that the
test is skipped under the Windows DRT.

The layout tests fails some of the test cases on the Mac because of the
aforementioned reasons regarding effectsAllowed="uninitialized" and
effectsAllowed="none".

I didn't test this on Gtk or Qt, since I don't have a Gtk or Qt build.
