first patch for only WCSS marquee extensions styles. This patch handles
following WCSS extension styles,

  The -wap-marquee Value for the display Property and
  -wap-marquee-style
  -wap-marquee-loop
  -wap-marquee-dir
  -wap-marquee-speed
  
Remaining style handling will follow in next patches. 

ps: do we have to restrict these styles only to xHTML pages?
