* Scripts/VCSUtils.pm: Move gitConfig() to VCSUtils.pm.
* Scripts/prepare-ChangeLog: ditto.
* Scripts/commit-log-editor: Use CHANGE_LOG_EMAIL_ADDRESS
and gitConfig("user.email").
