* Zero-initialized System Metric-based values so they can be initialized on
first scrollbar construction.
* Added note that we should (someday) check for WM_SETTINGSCHANGE.
* Use two new static variables to hold button size
* No longer change PlatformScrollbar.h.  No new class members.
