This patch adds two new methods to FileSystem.h, and implements them for the
GTK+ and Windows ports. It also defines two new cross-platform types, and stubs
out the new and missing methods for the Qt and Wx ports. These new methods are
needed for the cross-platform plug-in api refactoring.
