Here is some work that I have done. Any suggestions/comments would be much
appreciated. 

Subregions and filter bounding boxes work more nicely now. Many of the changes
are really simple change propagations that were needed to allow FEFlood and
FEImage to work without specific hacks for those two. Once I get this off my
tree I'll go back and do a quick clean up patch that removes some now obsolete
code.
