Hi Sachin, as we discussed we do need the flag because at the icon loading
time, the top level page url may be already in the cache but it might be just
loaded from the network. The improvment with this patch is that I used the
HttpLoaderUtils::IsUrlInCacheL() for determing if the top level page is loaded
from cache. This solution is much simpler.
