This patch is very similar to the final patch for Bug 3905 (less the
SegmentedString changes).

Please note the security concerns from Comment #15, although I don't see how
you get any more protection from an attacker since the attacker could simply
add the missing </style> tag (unless you're relying on another piece of
software to scan the HTML before it gets to the browser).
