[webkit-qt] Enabling VIDEO_TRACK by default?

It's definitely in development (audio and video tracks aren't in yet).
What about building it in and disabling it at runtime? Then we could
make sure it keeps building, and use
window.testRunner.overridePreference() to turn it on during tests..
