[webkit-qt] Enabling VIDEO_TRACK by default?

Every couple weeks, the build with --video-track breaks
<https://bugs.webkit.org/show_bug.cgi?id=120788>, usually for minor
reasons. I can hardly blame the people breaking it, since EWS builds
QtWebKit with video tracks disabled. Would it be ok to enable this
feature by default? I'd also be fine with enabling it in the build and
disabling at runtime (if we can easily do that?), but having it
runtime-enabled would be useful for running the tests.

Note: VIDEO_TRACK controls the <track> element

and the in-band text tracks

(hopefully soon <https://bugs.webkit.org/show_bug.cgi?id=117039>, there
