[webkit-qt] process for API enhancements

Hi,

as suggested earlier I've started writing down our new process for API changes 
to QtWebKit in the wiki at

	http://trac.webkit.org/wiki/QtWebKitAPI


It's currently a draft. Please review it and feel free to edit the page in the 
wiki right away :)
